Notably, three of these umpires, namely Kumar Dharmasena, Marais Erasmus, and Rodney Tucker, officiated in the Cricket World Cup 2019 final. However, Aleem Dar, who was part of the 2019 final, will not be officiating in this World Cup as he stepped down from the Elite Panel earlier in the year.
The Emirates ICC Elite Panel of Match Referees for the tournament is made up of the following individuals:

All four match referees are former international players.
For the tournament opener between England and New Zealand on October 5, 2023, the following officials were named:
- On-field Umpires: Kumar Dharmasena and Nitin Menon
- TV Umpire: Paul Wilson
- Fourth Umpire: Sharfuddoula Ibne Shahid
- Match Referee: Andy Pycroft
The officials for the semi-finals and final of the ICC Men's Cricket World Cup 2023 will be announced later in the tournament.
